ENVIRONMENTAL PROTECTION
The STIR ensures the protection of the environment in accordance with the laws and regulations in force by:
Implementation of the necessary means to guarantee the protection of the environment,
Implementation of a clean-up action plan,
The rigor in the preventive approach,
The least possible reduction of any harmful effect of its activity on the environment.
DEPOLLUTION STUDY
In application to Decree No. 2005-1991 of 11 July 2005, STIR carried out a pollution control study to manage the waste generated by the production site.
The decontamination study assessed water discharges, solid discharges and atmospheric emissions and proposed solutions to improve and decrease pollution levels in accordance with the Tunisian regulations in force.
MONITORING THE QUALITY OF REJECTS:
The STIR complies with the requirements of the Tunisian regulations and follows the international standards for the quality control of discharges.
Monitoring the quality of water discharges: Periodic analyzes of the treated water at the outlet of the water treatment station.
Groundwater monitoring: Periodic analyzes at the level of the piezometers.
Monitoring of air quality of STIR in air and ambient air: Periodic analyzes at the level of the production units and at the level of the stocking parc.
MARITIME EMERGENCY PLAN:
In application to Article 22 of Act No. 96-29 of 3 April 1996, the STIR, in collaboration with the Office for Merchant Marine and Ports "OMMP", has drawn up a maritime emergency plan OMMP-STIR.
Successful intervention in the marine environment requires good organization, well-trained staff, adequate equipment and an intervention strategy.
Floating dams (length 800 meters);
A SKIMMER type KOMARA of 40m3 / h for the skimming and recovery of HCs accidentally discharged at sea and circumscribed by a dam;
A SKIMMER type KOMARA of 20m3 / h for the skimming and recovery of HCs accidentally discharged at sea and circumscribed by a dam;
A Zodiac of 90CV;
Hydro-curing trucks;
Two inflatable tanks type 12.5 T (floating storage tank);
Two intermediate storage bins (4m3 each);
Assignment of a tank for the ballast of oil tankers;
Water discharges:
Process water,
Drainage water,
Cooling water.
These waters are treated in the water treatment station.
Solid discharges:
Residual bottom sludge from storage bins;
Sludge from the water treatment plant;
Air emissions:
Combustion gases from production units (ovens and boilers);
Volatile Organic Compounds "VOC" emanating from the storage tank of petroleum products.
An atmospheric decontamination study was carried out to improve the air quality of the STIR.
Remediation actions have been carried out as:
VOC Mitigation:
Installation of floating screens for storage tanks for light products for VOC mitigation.
Changing the primary seals of floating roof tanks with secondary or double seals.
SOx reduction:
Use of low sulfur fuels.
Reduction of CO, CO2, NOX:
Optimization of combustion in boilers and ovens.
Installation of a new boiler of the latest technology equipped with a CO-NOX-O2 analysis system.
Improvements to existing facilities:
A. CONTROL OF ATMOSPHERIC EMISSIONS:
The measures to be taken for the control of pollution due to atmospheric emissions are:
Installation of LOW NOx burners at the ovens.
Study of the installation of continuous analyzers for monitoring the concentrations of pollutants in emission air (NO, NO2, NOx, SO2, CO, CO2) and ambient air (VOC),
B. CONTROL OF POLLUTION OF THE SOIL AND OF THE PHREATIC NAPPE:
The STIR is studying the introduction of a new biological process for the treatment of hydrocarbon sludge.
Periodic control of the water table to prevent possible pollution by hydrocarbons;
Establishment of a dangerous waste management program:
Management of the PCB: partnership agreement with the National Agency for Waste Management (Agence Nationale de Gestion des Déchets "ANGED") relating to the national project designated by "the management of PCB in the oils of transformers".
Management of waste oils: agreement for the sale of waste oils with SOTULUB;
Management of Used Printer Cartridges: Transfer Agreement for Used Printer Cartridges;
Management of electrical and electronic waste: Launch of the procedure for the management of computer and electronic waste of the STIR.
Scrap management: Launch of the procedure for the disposal of scrap metal;
C. CONTROL OF POLLUTION IN THE SEA
Improvement of the water treatment station "de-oiling station".
Installation of a new Liquefied Petroleum Gas (LPG) treatment unit.
These two projects have been identified and approved within the framework of an integrated decontamination program for the Lake Bizerte region, which is covered by the Ministry of Environment and Durable Development.
